mask /28 have 16 addresses 192.168.3.32-48 but in task they want only las 8 addresses 192.168.3.40-48 so you have to subnet it to have only that last 8 add. For that you need subnet mas /29 which have wildcard mask 0.0.0.7 and address 192.168.3.40.

When your allowing only a certain part of an address to go thru, a wildcard mask of the address is not what you need.
192.168.3.40 0.0.0.15 Wildcard mask /28 is 0.0.0.15: will allow 16 addresses of the 192.168.3.40 space through.
The answer of 192.168.3.40 0.0.0.7 is correct. Because it starts at the last half of the addresses needed, 192.168.3.40 (not starting at 192.168.3.32) and is only allowing the last half through with the wildcard mask of 0.0.0.7 (not 0.0.0.15: would allow 16).
